PPP Union Policy

The PPP Union Policy represents the official statement of values, principles, conditions, notifications, and operational guidelines of the PPP Union. It serves as a unified framework for both members and participating countries to ensure protection from risks, misunderstandings, and procedural inconsistencies. This Policy provides a clear and authoritative guideline on Public–Private Partnership (PPP) practices and aims to strengthen the skills and competencies of members in alignment with the Sustainable Development Goals (SDGs).

2. PURPOSE, OBJECTIVE AND BACKGROUND

I. The PPP Union Policy is formulated within the context of ongoing global PPP reforms and the strategic agenda advanced by the PPP Union, UNECE, and the PPP laws of member countries. The Policy is implemented in accordance with the PPP Union’s endorsement of the Sustainable Development Goals (SDGs), its subject areas, and sector-specific PPP policies.

II. The purpose of this Policy is to establish a clear direction for improving governance, skills development, and the design of Vocational Education and Training (VET) programs and adult learning systems. These systems must remain responsive to evolving skill demands. The Policy supports policymakers by providing reliable evidence on adult competencies, employer needs, and best practices in skills development.

III. The Policy enables the streamlining of PPP operations, including non-sovereign infrastructure financing, advisory services, capacity building, resource mobilization, awareness creation, and the promotion of Islamic finance for infrastructure development in non-sanctioned Muslim countries. It strengthens support for member countries and aligns with the unique perspectives of project funding. The PPP Union assists its members in achieving socio-economic development goals, policies, and strategies.

IV. The PPP Union cooperates with multilateral development financial institutions and investors to expand sustainable PPP development funding. A significant funding gap exists for low- and medium-income member countries, which rely on the PPP Union’s top members and private sector partners to bridge this gap and support sustainable PPP projects.

V. The Policy provides trustworthy knowledge, information, and guidelines through the PPP Platform for global PPP practitioners. It enhances the Alternative Development Program and informs members about PPP projects within member countries.

VI. The PPP Union strictly adheres to its commitments under this Policy, ensuring full transparency, honesty, integrity, and lawful service delivery. The PPP Union and its members believe that the world is a shared home for all humanity. This common home suffers without peace, and economic and social injustice are fundamental threats to peace. All PPP Union members are strictly responsible for respecting humanity, serving the common home, protecting it from suffering, and complying with the PPP Union Policy.

3. Membership Eligibility Policy

I. All European and non-sanctioned Asian countries may apply for membership and submit their PPP projects requiring PPP experts and qualified PPP facilitators.

II. Private PPP service providers or PPP experts must meet the following criteria:
a) Completed PPP Union Membership Application Forms,
b) Valid registration and license,
c) Confirmable KYC/CIS,
d) Verified physical address,
e) Shareholder identity documents,
f) Minimum seven years of business experience,
g) Audited financial statements for the last three years,
h) Minimum financial capability of 10 million Euros,
i) Physical office and proof of address,
j) NOC from local police,
k) NOC from local Chamber of Commerce,
l) Executive summary of the company,
m) Past performance (completed project list),
n) No involvement in criminal or illegal activities,
o) No involvement in spying for any public agency,
p) Full acceptance and adherence to the PPP Union Policy,
q) Clean history free from fraud or scams,
r) No direct or indirect affiliation with the military or any intelligence agency.

III. CRITERIA FOR PRIVATE ENTITIES SEEKING PPP UNION SERVICES OR PPP COMPANY SUPPORT

Private entities requesting PPP Union services must fully comply with the following eligibility criteria:

1) Completed PPP Union Membership Application Forms,
2) Valid and legally registered business license,
3) Confirmable KYC/CIS documentation,
4) Verified and correct physical address,
5) Identity documents of all shareholders,
6) Minimum financial capability of 1 million Euros (for 10 million Euro funding requests),
7) Physical office and proof of address,
8) No Objection Certificate (NOC) from the local police,
9) NOC from the local Chamber of Commerce,
10) Executive summary of the company,
11) Complete project documentation package,
12) The project must be a PPP-origin social development project,
13) Past performance record (list of completed projects),
14) No involvement in any criminal or illegal activities,
15) No involvement in spying for any public or private agency,
16) Full acceptance and adherence to the PPP Union Policy,
17) Clean history free from fraud, scam, or financial misconduct,
18) No direct or indirect affiliation with the military or any intelligence agency.

IV. PROHIBITED ACTIVITIES

4.1) No member is allowed to request any down payment, fees, or charges on behalf of the PPP Union.
4.2) Projects harmful to ecology or environmental sustainability are strictly prohibited.
4.3) Political or military-related projects are not acceptable.
4.4) Projects involving explosive chemicals are not acceptable.
4.5) Projects based on ethnic discrimination, ethnic prejudice, or religious prejudice are strictly prohibited.
4.6) Funding for the sale or purchase of completed projects is not allowed.
4.7) Any project originating from spy agencies or intelligence operations is strictly prohibited.

V. DATA USAGE AND PROTECTION

PPP Union uses member information solely for statistical analysis, fraud prevention, member protection, and monitoring purposes. This helps identify which services are most or least relevant to visitors and improves overall platform performance.

PPP Union may use its own portal and proprietary software systems and is committed to protecting all member data with the highest security standards.

VI. SECURITY OF TRANSACTIONS

PPP Union implements internationally accepted standards of technological and operational security. All sensitive information is protected through encryption and secure data-handling protocols to meet legal and compliance requirements. Members can be assured that all submitted information is safeguarded against unauthorized access.

VII. LINKS TO THIRD-PARTY WEBSITES

The PPP Union website may provide links to member companies or public websites. However, PPP Union is not responsible for:

1) The technological standards or security of member websites,
2) Any personal dealings between users and public or private companies through provided links,
3) The accuracy or reliability of external website content,
4) The information collection or usage mechanisms of third-party sites.

Members accessing external websites through PPP Union links must review the respective site’s Security and Privacy Policy to understand its data collection and usage practices.

 

8- SECURITY AND PRIVACY POLICY CHANGES
PPP Union reserves the right to modify this Security and Privacy Policy at any time. The updated version will always be published on PPP Union online platforms (website / mobile app).

9- DATA RETENTION & INFORMATION HANDLING POLICY
PPP Union collects, stores, and processes member information strictly in accordance with international data protection principles. All information provided by members is retained only for legitimate operational, statistical, compliance, and security purposes.

9.1) PPP Union does not store member information longer than necessary. Data retention periods are based on legal requirements and operational needs.
9.2) All collected information is handled confidentially and accessed only by authorized personnel.
9.3) PPP Union does not sell, rent, lease, or commercially disclose member information.
9.4) Information may be used for verification, fraud prevention, statistical analysis, security monitoring, and service improvement.
9.5) Information may be shared only when legally required or necessary to protect PPP Union or its members.
9.6) Members may request clarification regarding stored information; essential compliance data may be retained.
9.7) All data is stored using encrypted systems and internationally accepted cybersecurity standards.

10- PROTECTION FROM SCAM AND FRAUD
PPP Union strives to protect all members from any type of scam or fraud through its published guidelines. Members requiring assistance regarding any contract, project, or dealing may request a dedicated relationship manager for full support throughout the process.

11- PPP UNION FEE OR CHARGES POLICY
PPP Union is an online platform unifying PPP project owners seeking PPP funding, PPP experts, investors, and PPP facilitators. The platform’s software, website, hosting, administrative operations, 24-hour support, and continuous updates require budget. To manage these expenses and provide high-quality services, PPP Union offers three membership categories:

1. Green Membership
Designed for individuals or entities seeking to learn the complete PPP framework, including all methodologies and the 169 SDG project categories.

2. Golden Membership
Reserved for formally registered companies that have successfully completed the Green Membership stage and understand PPP rules and international procedures.

3. VIP Membership
For highly experienced platforms and companies with:
– More than ten years of successful project execution,
– Verified documentation,
– Deposit guarantees with PPP Union,

12- PAYMENT POLICIES
1) Credit/debit card details and personal information will not be stored, sold, shared, rented, or leased to third parties.
